EP Holder Fee Guide
As an Employment Pass (EP) holder, your child is classified as a foreigner for childcare and preschool fee purposes. Here’s what this means:
No Government Subsidies — The Basic Subsidy ($300/mo for childcare, $600/mo for infant care) and Additional Subsidies are exclusively for Singapore Citizens.
Full Fees Apply — You pay the unsubsidised foreigner rate. Even at Anchor/Partner Operators (PCF Sparkletots, My First Skool, etc.), fee caps only apply to citizens.
Budget Range — Expect $800–$3,000/month depending on centre type. Anchor Operator foreigner rates are ~$1,177–$1,277/mo. Private/premium centres range from $1,800–$3,000/mo.
Priority Enrolment — Citizens and PRs may receive priority. Some centres have limited foreigner spots. Apply early (ideally 6–12 months ahead).
Registration Fees — Typically $87–$2,180 (one-time, non-refundable) plus a deposit of 1–2 months’ fees.

N1 admission is for children turning 3 in 2026. June/July intake typically has limited remaining slots — contact schools as early as possible to secure a place.
Student Pass / Dependant’s Pass
Children holding a valid Dependant’s Pass (issued to EP holders’ children) do NOT need a separate Student’s Pass to attend preschool.
If the child does not have a DP, the childcare centre must apply for a Student’s Pass with ICA upon enrolment acceptance.
At private preschools, there is typically no fee differentiation by nationality — the published fee is what everyone pays. Only citizens can claim subsidies afterward.
